Caregiver pay refers to the wage a caregiver earns through a Medicaid-based home care program. In New York, there is no universal rate. Pay depends on the Medicaid plan, the program type, and the region of the state. CDPAP caregivers are paid through CDPAP providers. PCA and HHA caregivers are paid through licensed agencies. Families often misunderstand caregiver pay because they assume the program is the same everywhere. Medicaid rules vary by county and by program, and there is no single statewide number.
Since we do not provide CDPAP, our focus is on guiding people into PCA training and OPWDD programs. PCA training provides caregivers with a certificate and a clear path in the home care field. A PCA can work with multiple clients, build experience, and turn caregiving into reliable employment. Caregiver pay becomes more consistent when the caregiver has certification, because agencies offer regular cases and more frequent opportunities than CDPAP.
OPWDD provides support to individuals with developmental disabilities and may allow staffing arrangements that offer income opportunities in specific circumstances. This is especially important for families caring for children who cannot use CDPAP at all.
